PIVOT Regulatory specialises in the management of the regulation of markets and businesses. Evidence-based regulation management is the main focus of our activities. Evidence-based regulation management merges economic, scientific, legal and political aspects to create an integrated strategy. The interdependence between regulation and the market economy is always a crucial element of our analysis. Which effects do political interventions like quotas or bans really have? Are they proportionate? Which alternatives could be presented? Could more moderate measures possibly be more effective? Are the measures taken based on scientifically validated findings? How should one communicate and debate these issues in a relevant manner?

Philipp focuses on evidence based regulation management, integrating economical, scientific, legal and political aspects into comprehensive strategic approaches. Philipp has gained extensive experience in designing and managing regulation and policy making projects for a number of international corporations in consumer goods, pharmaceutical and healthcare industries. Before founding his own firm he has worked for Sandoz, Shire and Philip Morris in the areas of health policy, market access and product regulation. Philipp has a diploma in philosophy, logic and political science as well as a PhD in philosophy.

Alexander focuses on the development of regulatory analytics by assessing the impact of regulatory proposals on consumer behavior, businesses and markets. Alexander has gained extensive experience in designing and managing advocacy projects for a number of international corporations in consumer goods, energy and chemical industries. Before founding his own firm he has worked for PricewaterhouseCoopers, Philip Morris International and Bayer MaterialScience in the areas of product regulation & taxation, product safety & environment, health and safety risks (EHS). Alexander has a diploma in political science and economics.

Ashok Kaul is specialized in regulatory policy design. His focus is on the assessment of policy interventions based on quantitative methods. He draws on a wide range of methodological repertoire, covering analytical, statistical/econometric as well as numerical methods. His consulting approach is interdisciplinary. With a strong grounding in quantitative economics, his expertise encompasses regulatory impact analysis, regulatory strategy design, regulatory policy implementation, as well as post-implementation review.

Ashok Kaul holds a Master’s Degree in Economics from the University of Konstanz and a Ph.D. in Economics (2001) from the University of Bonn, Germany. He is Full Professor of Public Policy at Saarland University, Germany. Ashok also has 15 years of experience in private- and public-sector consulting.
